Supporting Green Public Procurement, Whole-Life Value and Ireland’s Transition to a Circular Economy
| OUR COMMITMENT Design responsibly. Build to last. Keep equipment in productive use for longer. Repair, reuse, recover and recycle wherever practicable. |
1. Purpose and Strategic Commitment
Block Automotive Limited (BAL) is committed to delivering automotive training equipment that provides demonstrable environmental, educational and economic value throughout its lifecycle. Our approach considers material selection, manufacture, energy use, packaging, transportation, operation, maintenance, repair, refurbishment, component replacement, product-life extension and responsible end-of-life recovery.
For Irish public-sector contracts, BAL will apply these principles throughout contract delivery, supporting the Contracting Authority’s sustainability objectives and Ireland’s transition towards a low-carbon, resource-efficient and circular economy.
2. Alignment with Irish Circular Economy Requirements
BAL recognises the Circular Economy and Miscellaneous Provisions Act 2022 as a key statutory foundation for Ireland’s transition to a circular economy. Our tender approach reflects the Act’s core circular principles: minimising raw-material consumption; keeping goods, products and materials in use for as long as possible; maximising their economic value; and recovering or regenerating them at the end of useful life.
REDUCE → REUSE → MAINTAIN → REPAIR → UPGRADE → REFURBISH → RECOVER → RECYCLE
3. Circularity by Design
BAL believes that one of the strongest environmental interventions a manufacturer can make is to prevent premature replacement. Our automotive training systems are designed with longevity, accessibility, maintainability and repairability in mind. Where technically practicable, individual components can be maintained, repaired or replaced rather than requiring disposal of the complete training system.
- Extend equipment service life and retain embodied value.
- Reduce demand for replacement equipment and virgin raw materials.
- Reduce waste generation and premature disposal.
- Protect the Contracting Authority’s capital investment through maintainability and technical support.
4. Resource-Efficient Manufacturing and Materials
BAL seeks to reduce material consumption and manufacturing waste at source. Where technically appropriate, recycled and sustainable materials are considered, including recycled steel, aluminium and plastics. Production materials are specified and purchased to reduce unnecessary offcuts and waste, and waste metals generated through production are segregated for recycling.
5. Repair, Maintenance and Product-Life Extension
Repairability is central to BAL’s circular-economy philosophy. Our technical support model is intended to maximise equipment utilisation and useful life through fault identification, maintenance advice, replacement components, appropriate repairs and continued operational support. The objective is to repair or replace an individual component wherever practicable before considering complete equipment replacement.
6. Waste Hierarchy and Responsible End-of-Life Management
| PRIORITY | BAL APPROACH |
| PREVENT / REDUCE | Avoid unnecessary waste and minimise material, packaging, energy and resource consumption. |
| REUSE / REPAIR | Keep products, components and packaging in productive use and repair equipment where appropriate. |
| REFURBISH | Assess whether equipment or components can be restored or updated for continued use. |
| RECYCLE / RECOVER | Segregate recyclable materials and seek responsible recovery routes before final disposal. |
| DISPOSE | Use disposal only where higher-value circular options are no longer reasonably practicable. |
7. Green Public Procurement and Whole-Life Value
BAL supports Ireland’s Green Public Procurement direction and the principle that environmental impact should be considered throughout the lifecycle of goods, services and works. Our proposition is therefore intended to be assessed on whole-life value: durability, operational life, repairability, technical support, resource efficiency, packaging, logistics and responsible end-of-life treatment, rather than initial acquisition cost alone.
Tender value proposition: longer product life + repairability + reduced waste + responsible materials + technical support = lower whole-life environmental impact and stronger long-term value.
8. Packaging, Logistics, Energy and Carbon
BAL seeks to minimise disposable packaging and reuse packaging wherever practicable. Our specialist delivery model can use reusable securing systems such as webbing and strapping, reducing reliance on disposable transit materials. Delivery routes are planned to consolidate journeys where practical. Across our operations we also pursue energy efficiency through LED lighting, energy-conscious equipment selection, responsible heating management, switching equipment off when not required and reducing unnecessary business travel.
9. Sustainable Supply Chain
BAL’s supply-chain sustainability programme focuses on four connected themes:
CARBON NEUTRALITY | SUSTAINABLE RAW MATERIALS | WORKFORCE WELL-BEING | CIRCULAR VALUE CHAIN
Where practicable, BAL seeks to work with suppliers that demonstrate responsible environmental practices and can support lower-carbon, resource-efficient and increasingly circular supply chains.
10. Contract-Specific Sustainability Commitments
If awarded the contract, BAL will apply its sustainability principles directly to delivery and, where relevant to the final scope, monitor practical indicators that demonstrate implementation rather than relying solely on policy statements.
| AREA | COMMITMENT | POTENTIAL EVIDENCE / KPI |
| Product life | Support extended operational use. | Repairs/support actions; continued serviceability. |
| Repairability | Repair/replace components before whole-system replacement where practicable. | Component replacement and technical-support records. |
| Manufacturing waste | Minimise and segregate recyclable production waste. | Waste/recycling records where applicable. |
| Packaging | Reduce disposable packaging; maximise reuse/recycling. | Packaging method and reduction actions. |
| Delivery | Consolidate journeys where practicable. | Delivery planning / consolidated loads. |
| Materials | Consider recycled/recyclable materials where technically appropriate. | Material specifications / supplier information where available. |
| End of life | Prioritise reuse, recovery and recycling before disposal. | Recovery/recycling route where applicable. |
| Improvement | Review further environmental opportunities during contract delivery. | Contract review actions and improvement measures. |
11. Education and Wider Sustainability Legacy
BAL’s products also create a wider sustainability benefit by training the next generation of automotive engineers and technicians. As vehicle technology moves towards electrification, hybridisation, advanced electronic systems and lower-carbon mobility, practical education is essential. By teaching diagnosis, servicing, maintenance and repair, BAL equipment supports a culture in which complex automotive products are understood, maintained and repaired rather than unnecessarily discarded.
12. Governance and Continual Improvement
Environmental performance is treated as an ongoing management responsibility. BAL’s environmental objectives aand key performance indicators are reviewed so that trends can be assessed and meaningful improvement objectives established.
PLAN → IMPLEMENT → MEASURE → REVIEW → IMPROVE
13. Block Automotive Circular Economy Pledge
| DESIGN IT RESPONSIBLY. BUILD IT TO LAST. USE IT FOR LONGER. MAINTAIN IT. REPAIR IT. REUSE IT. RECOVER ITS VALUE. RECYCLE RESPONSIBLY. |
Through this approach, Block Automotive Limited will support the Contracting Authority’s environmental objectives and supporting EU Partners as they transition towards a more sustainable, resource-efficient, low-carbon and circular economy, while delivering high-quality automotive education equipment and demonstrable long-term public value.
